if you have a device that does not need to look beyond the 40 byte fixed header to forward then finding the frag header is additional work.

somewhat closer to the edge of the network I need to find the L4 header. but if you can't ( or don't want to look beyond the fixed header you probably shouldn't have to. insuring no fragmentation header exists implies further parsing of the header chain.
