I'm not sure I'd use RFC2119 language, since support for fragmentation
is std track -- hence recommending something in this respect would be
more std track than bcp.

Besides, if you mention support for reassembly, you should also mention
support for fragmentation.

Otherwise, I fully agree with your proposed way forward.
