I think the best way of looking at it is this: the IAFF is the national 
governing body of the sport and as such issues guidelines for the sports 
running   it is hoped and expected that these guidelines be followed. Indeed it 
is these guidelines that a 3rd party, such as insurance, would look to in the 
case of an accident   the confusion is that the IAFF to date has only issued 
rules for its own competitions.   I will put the issue on the agenda of the 
next meeting and ask for formal guideliness to be issued (and the points you've 
raised here (expense, etc) will go into the discussion)
