Following parameters required to be met by ISPs for Quality Service
1.
 
1.    Min B/W for Internet 256K / 512K / 1 Mb / 2 Mb
2.2.    No. of Corresponding PRIs     2   /    4     /     6   /  12
3.3.    Min down load speed 1.6.K-2K
4.
4.4.    To monitor the QoS two free of cost internet accounts will be provided by  each ISP at each    
        point of presence to PTA
5.
5.5.    Busy hours 2200-2300 will be observed for testing of QoS
6.
6.    Rep of Computer Society, PASHA, renowned academicians (to be nominated by MoST) will
        monitor the service quality of  each ISP on monthly basis and submit report to MoST/PTA
7.
7.7.    PTA will give one month notice for degraded service. In case service is not improved PTA will
        give hearing
 
8.    If service is no up to standards the user have to pay old rate/ arrears
 
9.    Service has no back-up arrangements, if service goes down for 15 or more
        day User cannot ask PTCL for restoration and he has to pay for this period.

What does QOS cover? What alternative proposal was submitted by ispak? Can i know this or can i have copy? I presume all ISPs did agree to this, i just need this for my info?

All our matters with PTCL are moving very much positive. The delay to demand note to applicants was due to our proposal that there should be a back-up with the applicant so we are making a policy on it. Second,  the condition of QoS was also under  consideration with Mr.Salman Ansari sahib . ISPAK had a useful meeting with Mr.Ansari and ISPAK We proposed  a alternative proposal for QoS to Mr.Salman Ansari and are waiting his feed-back.
 
PTCL was going to issues demand  note but I requested not to issue till we  solve the issue of back-up and QoS.
 
Back-up issue is very much important. If a user have this single source and there is  breach of cable , the restoration will takes minimum 15 days, then he will start  to cry.  I desire to avoid this situation
 
Connectivity on STM-1 should only be given to those who have already back-up  or PTCL  arranges itself as it being done through TIER-1 , .the second issue of QoS is most important and it should also be decided mutually MOST and ISPAK. other wise there will arise  many disputes

 Thank you for your e-mail dated 05 July 2001.  As you are aware it is only about two weeks that the submarine cable became operative.  You said that your application has been pending for two months but this is irrelevant, since the facilities were not previously available.

 Dear Pro. Atta-ur-Rahman, With Reference to our application for upgrade to 2MBPS on the SEAMEW-3 Fibre Optic Cable on the New Rates Announced by your goodself and PTCL in the Dawn Newspaper we are once again put into a very difficult position. Our application for the above circuit has been pending for the last 2 months now, despite contacting all concerned departments in Karachi we still have not received our demand note. Although the demand note is with DE VAS it has not been signed. Despite our repeated requests to expedite the matter we have been put  on the verge of shutting down our operations. We have already submitted our termination letter to our half international circuit provider Teleglobe which will expire on the 31st of July 2001. If PTCL does not issue us the demand note and provide us with the 2MBPS link before the end of this month in effect our services will be shut down.
