This is similar to DROP policy than to Artemis slow consumer detection. 

I found 
http://timbish.blogspot.cz/2013/07/coming-in-activemq-59-new-way-to-abort.html 
- which describes AbortSlowConsumerStrategy and is similar Artemis slow 
consumer detection. I don't think that producer msg/s rate it taken into 
account. Need to check the code.
