Looks like that ActiveMQ 5.x does not bother by producer msg/s rate at all. 
They can just ignore consumers which are idle (=no messages were sent to 
consumer's buffer). 

I think it's design decision how Artemis is going to behave. I think, it's 
worth to make it more robust and able to handle message bursts.
