Review Comment:
   I should be possible to test much of this without a real HAProxy instance 
simply using a simple Netty based server.  There is an encoder in netty to 
create and send the proxy message, and the negative tests actually don't need 
the proxy in many cases sine you are just testing that it blows up if the proxy 
message isn't there when it should be.
