My main concern is that this will ONLY do this for the split/merge switch, and 
not for balancer switch. We also want to disable CatalogJanitor, so we need to 
be able to re-use the same architecture to do this. We do not want to add a 
method / lock for every single type of switch we have which will get really 
unmanageable. That is why I would like to generalize the concept rather than 
doing this one-off fix only for split switch.
