Agreed. This is not critical for 1.3. 
bq. if your scheduled HBCK crashes (not reporting inconsistencies, but crashes 
so that switches aren't restored) you have bigger problems.
Currently, HBCK will disable balancer and split/merge switch only in case if it 
is fixing. In read-only mode (without any -fix or -repair), it won't disable 
those anyway.
