bq.Why was the rename done in the first place?
We don't split log file to tmp directory anymore, and SplitLogManager need't to 
rename the tmp recovered.edits files when finishing task.

bq.If that is the case, is this still safe?
How unsafe happen? Region will replay edits only in initialization, so we must 
alreay split the logs, otherwise we won't assign the region.
