Review Comment:
The problem is this timeout if applied unconditionally would be applied to
tests that reuse the JVM and are healthy, just executing a bunch of long
running tests. So we only apply it where tests get their own fork. Otherwise
the 20 minute per test timeout ClassRule catches the straggler.
