All the modules except for ltr (backport in progress), prometheus-exporter, and
solr-ref-guide have been addressed. That leaves these 3 areas not addressed yet:
* :solr:core
* :solr:solrj
* :solr:test-framework
There are 3 prs to update .git-blame-ignore-revs on the 3 affected branches for
the work done so far:
