A PHP port of iText must have the same license so, if they follow the law the end result will still be F/OSS. What I really doubt is that a project of this complexity can be done for $1000.00. When I ported iText to C# I already had some head start with the work that Gerald Henson had done for the first incarnation and it took ages. Note that C# is a lot closer to Java than PHP.
