Creation of the Cactus user mailing list

No 0 or -1. So I guess Cactus is entitled to get it's list, right ?
(according to the not official rules for voting on jakarta-commons, i.e. a
minimum of 3 +1 votes from those who voted, ...). If some do not agree with
the creation of this cactus user list, please stand up now ... ! :)

Can someone help me with the creation of the list ? I don't know how to
proceed and I'm not sure I have the authority for that.
