Surely not. But you're probably only talking about PICs that have a POSTINC register. That's the next question: Example 12f1840, it does not have a POSTINC register, but an MOVIW asm instruction which can serve the same purpose. And at 0x00, SFRs are located. If you're only thinking about PIC18 and their POSTINC registers, it is possibly true, but I can not check that easily.
