The user which cups is running under is root:

# sockstat -4 | grep cups
root     cupsd      17901 2  tcp4   127.0.0.1:631         *:*
root     cupsd      17901 4  tcp4   *:632                 *:*
root     cupsd      17901 6  tcp4   *:631                 *:*
root     cupsd      17901 7  udp4   *:631                 *:*

("sockstat -4" is similar to "netstat -putan" in Linux)

The following lines are commented in my cupsd.conf file:

# User/Group: the user and group the server runs under.  Normally this
# must be root and daemon, however you can configure things for another
# user or group as needed.
#
# Note: the server must be run initially as root to support the
# default IPP port of 631.  It changes users whenever an external

Yes it's installed when i execute: "perldoc Sys::Syslog" i get the manual page 
of Sys::Syslog perl module version 0.13.

Yes this is quite hard... i'm a basic bsd user and i hope i'm not driving you
