It isn't? There are two problems with that statement

1) Sun also exercises control over libraries that are not part of the language proper.

2) In the view of many, there is nothing wrong with developing extensions to a language compiler as long as that compiler continues to support programs which don't make use of that extension. However, I don't think that's what anyone is proposing.
