I haven't read the privacy statement, but Google is collecting and sharing the information with Google Analytics without the prior consent of the web user. So you could make the analogy that this could be possible as well for android apps. And I share Fabrizio's view that this would be helpful information to the developer. After all, you get anonynous usage statistics, not personal information about who is exactly using your app on which phone for how long.
