And in this instance its not even "Apache Maven" thats the problem, its
the "maven-release-plugin", I always seem people bitch incessantly about
how broken the release plugin, but I still find it to be one of the most
compelling aspects of Maven.
Also, if you don't like the fact it builds/tests everything twice -
change your plugin configuration to not do that ( alter the prepareGoals
setting ) or write your own release plugin.
