you don't have to drag and drop them either.
you can move anything on the start menu to the program list and
within any folder on that list. By going into the custom... options
of the start menu. You can find that tab menu in with the task bar tab menu.

For example, one has various games for the blind installed on their

I can guarantee you you can't do this by copying and pasting, you
literally have to drag and drop the icons into the menu, otherwise
you're just twisting your thumbs in the air.
Don't knock something you don't use as being unnecessary, as others
may require that same function for something you never thought of using it for.
