I thought you were talking about placing, moving, etc. shortcuts and folders
on the start menu, not installed programs. For installed programs, you're
right; the Custom button is a better way to go.

The only problem with copy or cut and paste is, when you go to remove or
modify something moved. it won't find it and won't remove it. When you do
it through the custom.. button on the start menu tab menu. it rewrites its
location in the registry.

you don't have to drag and drop them either.
you can move anything on the start menu to the program list and within
any folder on that list. By going into the custom... options of the start
menu. You can find that tab menu in with the task bar tab menu.
