I have the same kind of problem, however, in my case, I am not able to activate the system menu on any window.
When I press alt+the spacebar, I get the file menu and nothing else. I have come to the conclusion that this is not Jaws related, and is Windows related, but, for the life of me, I can't figure out why that is. I am dying to root around in the registry, but I don't know enough about it and it's idiosyncrasies to successfully negotiate all the parameters.
