Importantly here, files that were deleted i.e. put into the Recycle Bin - 
including .dbx files, between the Restore point (a restored time point) and 
now, will be restored to where they were at that time.  A System Restore is 
just one step among a couple more that may be needed, unfortunately.  It 
wouldn't be my first resort for this type of problem.  I think I and a few 
others have outlined or described alternative, more directly relevant, 
procedures.

System Restore is designed to restore system files, including programs, back
to a particular date when perhaps it was working. User files like documents,
e-mails, internet history, will not be affected.
