Many thanks. Turns out I already had the tabs set to be a second line in the 
menu, but hadn't turned off some of the other checkboxes.

Below are 2 tips to possibly make IE11 & Tab browsing  easier to deal with,
& & the 3rd note is a note on how to keep IE10 from updating to IE11.  The
first 2 notes about tab browsing may require sighted help:

 I read on another Microsoft forum that it is by design and will not be
changed.

Here's what I found easiest on Win7:

-Right click on your title bar or menu bar
-Enable "Show tabs on a separate row"
-Goto Tools>Internet Options>Tabs
-Deselect all the Tabbed Browsing options
-Move down to the section: "When a new tab is opened, open:"
-In the drop down menu select "Your first home page"

Click "OK" and then "Apply"

Restart IE11. Going forward your will, unfortunately, have an extra bar
across the top, but every time you open a new window it will be the first
tab, so to speak. You won't have all the tabs populated across the toolbar.

Not exactly disabling, but it works for me. Hope this helps others.

I turn off tab browsing in ie 11 and the next time I open ie 11 tabs are
back on. How do I keep tabs turned off.

I have re-tested this on IE11 Windows 7.

Take the following actions:-

1. Towards the top right hand corner of IE 11 there is a wheel icon that, if
you hover your mouse over it, displays:-
Tools (Alt+X)

Click that wheel icon then, from the options that appear, click on:-

Internet options

The: Internet Options window should open.

2. In the:- Internet Options window the tab called:-
General should be open (if it isn't click that tab).

3. Still in the: General tab there is a section called:-
 Tabs, Click: Tabs
so that the window called:-

Tabbed Browsing Settings

 - opens.

4. In the: Tabbed Browsing Settings window place a tick (check) in the box
called:-
Open only the first home page when Internet Explorer starts
Click: OK
 Internet Explorer should return to the window called: Internet Options
click: OK

5. Close your IE11.

6. Re-open IE11 and only 1 tab will be displayed.

As far as I can see the above procedure addresses the issue that you have
raised.

Open IE 10, click Help, click About Internet Explorer, uncheck the 'Install
new versions automatically' box. This (I hope) prevents IE 11 from
returning.

Hi Dave,

After doing a couple of searches, you can't disable Tab browsing in IE11.
If you want to disable Tab browsing, uninstall IE11 & install IE10 or, if
you had IE10 previously , uninstalling IE11 will take you back to IE10.  HTH

Thanks tremendously. Never thought of that. Works like a charm, but now I
wonder if you can step over to your iEasyChair and tell me how to disable
Tabs browsing in IE 11? Perhaps a registry change?

Is it possible to set IE 11 to work like older IE versions? I like having it
open with a blank page, and would prefer having separate windows open,
rather than dealing with tabs.
