There is a moter that spins the disk and there is also a moter that moves the reading head back and forth over the disk and it moves along a rail that has a very small gear that rolls along a rail with really fine teath, so you can see how it might just be constipated. Now press enter on search automatically for the driver for this device. if this does not work, go to device manager, and find the CD drive to see the make and model of it, then browse to the manufacturer's web site to find the latest driver, download and install it.
