I suspect that percentage of users unwilling to download a 60MB Eclipse install archive is vanishingly small. It would be unfortunate if you chose to greatly limit a Jess environment based on those few users!
If you want to construct a PRO level Jess kit, Eclipse (or NetBeans) is the way to go. Eclipse has a great deal of momentum at the moment, and I haven't found anything better for dealing with big projects (several million lines of code).
