If a plugin is listed in configuration as [Installed] but not [Resolved], it
usually indicates that a prerequisite of the plugin is not found or is not
resolved.  A plugin can only be activated after it is resolved.  Eclipse
uses a lazy loading strategy to minimize memory requirements, so a plugin is
only activated when it is first used (within the current session).
Something is preventing the Jess plugins from resolving in your
configuration.
