Keel is a meta-framework for implementing frameworks and is actually
quite a brainteaser.  It appears to have its own container and so if
Jetspeed adopted this you would have the servlet container, the keel
container and then the portlet container.  This could result in a lot
of challenge in designing deployment configurations.
