It's a valid question. In the most literal sense, "app" is just shorthand for 
"application." But although I can't speak for techies, in ordinary speech 
people seem to have in mind an app for an Apple device. I don't recall ever 
encountering a Windows person saying "app" in connection with a Windows 
machine. We say "application" or "program." Maybe we windows people just aren't 
hip enough. Or maybe every other Windows person is about to take potshots at me!
