Guys,
I think you all have it about right. App is technically just short for
application, which means a program dedicated to some user function, as
opposed to another type of program like a driver or an operating system
component.
It is most common lately to use the word app to specifically refer to a
smartphone application. All smartphone applications are called apps,
whether they refer to iPhone, Android, or any other type of smartphone.
That is the difference between a smartphone and other cell phones.
Smartphones can run apps.
As an aside, I heard recently that non-smartphones are now being called
specialty phones.
Because app is such a popular term these days, it seems like lots of uses
not relating to smartphones are also prevalent. Google seems to be using it
to refer to various functions they provide on their web site.

I think of a program with a singular focus running on a device or smart

It's a valid question. In the most literal sense, "app" is just shorthand
for "application." But although I can't speak for techies, in ordinary
speech people seem to have in mind an app for an Apple device. I don't
recall ever encountering a Windows person saying "app" in connection with a
Windows machine. We say "application" or "program." Maybe we windows people
just aren't hip enough. Or maybe every other Windows person is about to take
potshots at me!
