Try this:
1 press the windows key to open the start menu.
2 Press S for settings.
3 Press T for task bar.
4 There are 4 check boxes to tab through. The first one (always on top)
should be checked and the second one (auto hide) should be unchecked.
5 Tab to the apply button and press it.
6 Tab to the OK button and press it.
7 Press alt  f4 to exit.

This may straighten things out.
