Norm,
Go to the Configuration Menu - INS+6, if the Default Configuration is not
loaded, load with CTRL+SHFT+D, press ALT+S for Setup Options, C - for
Cursor Options and uncheck the first option in the list which is "Notify
when cursor changes shape". Save the changes with CTRL+S before closing
the Default Configuration. If there are certain applications where you
need the cursor changes to be spoken, repeat this process, but instead,
first ensure that the application configuration file is loaded and check
the appropriate box.
This should get you there.
