repeating desktop icons in 3.3

I've just done an installation of 3.3 on a win98 system, 256 colors, 640 by 
480.  With a clear view of the desktop, each press of an arrow key speaks 
the icon moved to as well as the previous icon visited.  Is there a 
correction I can implement to solve this?
