It's mainly driven by the power rails that were available. Op amps are
cheap but getting clean power for them is not always easy. In SB3 we
had access to higher voltages because the display used them, whereas in
Receiver it would have required quite a lot of additional circuitry to
increase it by 1.2Vpp. Receiver 4.8 vpp versus 6.0Vpp is only lower by
only 1.9db. I can easily detect the volume difference in a/b, but I
can't hear any sound quality difference between the two products if
they're level matched.

This is nearly always because normalization or replay gain is making
the SB3 quieter digitally. A CD player with more than 6Vpp output would
cause serious problems as it would clip all kinds of A/V receiver's
inputs, although it is not unheard of for manufacturers to juice it by
just an extra db or so to give them an edge is subjective listening
tests.
