What is the procedure for moving something from "needs testing" to
"unapproved"
By the way, "unapproved" can mean something other than what you mean
here. It generally has the meaning "not authorized" or even "considered,
but in the end not approved". Could we change that to "tested, pending"
I guess I'm not sure what "not tested" means exactly. I certainly test
everything I do.
It seems to me once approved, they should IMMEDIATELY be patched in. Why
wait after that?

* r4988: use of logger instead of STDOUT for debug output (related
to r4983).
this is just a better practice
* r4996: fixes "show orientation" bug when in home position (zoom
100, not zoom 0), sets left-over debug flag false in Normix3D.java.
these certainly don't need testing
* r4997: allows SpartanSmolReader to read input-only files; due to
linear offsets, have to discard input data if ARCHIVE exists. Some
corrections to column data locations.
people need this. It's fully tested.
* r5022: changes for PFAAT.
postponed -- can be removed, I think.
* r5027: adds support for CrystalMaker variant of SHELX.
fully tested; this was a simple fix.
* r5028: adds Symmetry.java class required for future CIF reader.
this is just a class, no reference to it. Testing isn't the issue, but
no reason to integrate it into 10.2 either. leave it.
* r5030: bug fix for partial (JmolConstants and SticksRenderer),
assigns single bond order to any partial bond.
tested; important.
* r5031: adds missing reportSelection() (related to r5022).
ignore -- that was a fix for the PFAAT - you can remove this.
* r5036: set labelsFront TRUE/FALSE.
