I didn't say it's something to be proud of, and I definitely don't like the way it is. However the state of computer science evolution in this day is directly connected with the english language. And if you do not know the english language you simply can not be with the latest technology.
As a very simple example, look at Syria, that forces it's IT education to be in Arabic. Needless to say, they have no idea what's going on in the world, because they can not relate what they learn in the university with what happens in the real world. Of course, you don't need to be a shakespear to have the necessary skills to advance in CS, but the more you know, the better you can interact with the people who are leading the science, and thereby advance yourself. Germans (and to some extent the french), have done a good job in keeping the language up to date with the state of CS, therefore it is not absolutely vital for them to learn it. They do need to learn english, but can survive and stay up to date with just a rudimentary knowledge of it. Unfortunately this is not the case with Arabic. At some point of time, germans and the french (and the entire world) DID learn the arabic language, because we were the leading edge technology at that time. They had to learn our language just to stay up to date with the latest discoveries, then they started translating that into their own language, and when their language was advanced enough to encompass the new science, they started building on their own language without need for arabic language. This is exactly the same situation, but with a different language leading the way. But hey, don't take it from me. Eric S. Raymond, mentioned this topic in his "how to be a hacker" guide, and explains the rational behind it. I love the arabic language, but when it comes to CS, the arabic language does not have what it needs. To advance it, you must learn english.
