no indeed, ron. i wouldn't equate "not letting native
americans have a casino" as genocide...
i would equate the overwhelming disregard that the
american government has paid to the indians in this
country as genocide. the am. gov. is in violation of
hundreds of treaties that would help native peoples
out of the despair that they've been relegated to for
decades...you are correct that no government official
is standing on tribal land holding a gun to an indian
head...they do it through economic strangulation, the
fostering of alcohol and drug addiction on the
res...the lack of economic development in areas
surrounding tribal land...the denial of college
educations to indian children and teens...not to
mention the systemic racism that continues to plague
native peoples...there are more passive and legal ways
to do it now...they don't need muskets anymore. 
i remember a recent comedy act from chris rock about
how "black people need to stop complaining...we got it
pretty good compared to some others...anybody seen an
indian family chilling at red lobster on a friday
night???" and he has a very valid point buried in that
comedy routine...the native population in this country
is still so shrouded in mythology that no one sees the
real despair in which many native peoples live. 
that's my point, i guess.

I hate to weigh in on these political diatribes, but
would you really equatedenial of permission to run a
casino with genocide?   Certainly it could becalled
racism or economic oppression.  I think that the term
"genocide"
should be limited to the kind of mass murder, either
directly or ndirectly,by a government or sanctioned by
a government.  I do not believe that I 
haveseen heard of this happening in my lifetime
regarding native Americans.  
Notto quibble with mistreatment, benign neglect etc.
