Yes, you are exactly right...while Joni could not have done what Mendoza did, she certainly approved the final product. And since she's self-produced, she is the one that ultimately gets the credit or blame. The ONLY exception in her canon would be DED, which she has stated on a couple of ocassions was more a product of Klein/Dolby than it was hers.
