My understanding is that a person is allowed to be on welfare as well as apply for 
student loans . The problem is that the money you receive while on welfare is 
calculated as "income" , affecting the amount of money the government will award you 
in student loans . A sad state of affairs considering neither is enough to resemble a 
decent living wage.
