[PT] See the comments I inserted into your steps below.  Hopefully that will
clarify the situation:

after getting your suggestion I have done the following things:
I have navigated to the effects bin by pressing Ctrl+Shift+F twice and 
it says "no effects".
[PT] At this point, you need to arrow to the FX field that has the Rapture
plug-in.  When you hit ctrl+shift+F twice quickly, this brings you to the
first FX field which is empty.  This is where you can hit the applications
key (as you did below) and add a new FX.  However, if you right arrow from
there, you will come to the FX which you have already inserted and each will
be labeled with the name of the FX.  Thus, arrow right until you comes to
something that says "FX Rapture" or something similar.  Then hit enter and
the Rapture plug-in will open.
then, I hit the application key, navigated to the soft synth sub menu, 
choosed rapture and hit enter.
[PT] Since you hit the applications key on an empty FX, this will add
another instance of the Rapture plug-in.  As I said in the previous step,
rather than hit the applications key at this point, arrow right until you
come to the FX field that says it is the FX Rapture.  Then hit enter and you
will be where you want with the Rapture synth open.
now, I am getting the rapture property page and even an effect called 
"rapture" in the effects bin, but the sound disappears! even I have 
changed the program but still no sound!
[PT] Maybe this is because you have two instances of Rapture open at this
point.  I don't know.
Anyway, I hope this has helped.
