As others have reported, the encoding worked fine for me in version 2.9.0, and
is broken in 2.9.1. I have built version 2.10.0-svn-10, and can confirm that it
works again! :)
My setup:
* Windows XP SP3 32-bits
* OS Locale: French
* OS Encoding: Windows-1252
* Oracle JRE 7u21
* Tomcat 7.0.41
