Simply adding "useStream=true" in src/org/apache/wiki/util/UtilJ2eeCompat.java
for Tomcat fixes the issue for me. Perhaps it is time to reverse the default,
as more and more implementations seem to require this, perhaps triggered by
stricter or better UTF-8 support? For testing/debugging/workarounds the
useStream setting might be made configurable in jspwiki.properties?
