I was actually playing with GDAL. We have all Finnish topographic maps 
available for free now, for example through BitTorrent

I was translating GeoTIFF files into geospatial PDF files with GDAL

and noticed that it is possible to add vector layers into the same PDF.  I 
think that this feature in GDAL is in emerging state and labellling and styling 
are not full featured but I can well imagine some nice use cases.  One is just 
what I was doing, adding some own customised data on top of ready made raster 
maps .  I can imagine bus route maps, festival maps, conference maps etc. 
created this way.
SkyJUMP can do something similar directly, a simple tram route example is here. 
However Skyjump does not create georeferenced PDFs and I am not sure if it can 
write for example 10000 x 10000 sized raster images into PDF.
