Well, users can get confused by _everything_.
If a service is confusing for the target it is designed for, then
should it
not be the job of the implementers to change it so it isn't?
The target audience for bugzilla is developers, not users. It's a very
technical system which requires well close to be being able to write SQL
yourself (ever tried the custom search of the advanced search?)
