You installed 18.04.3 yes, and it is supported till April 2023. The ubuntu-release-upgrader package upgrades your 18.04 to 18.10[/19.04] or 20.04 LTS (when released in the future), which I saw no evidence of being run/attempted. I marked the issue against package `ubuntu-release-upgrader` invalid, and switched (package) to a 'linux' (kernel) issue. As you filed against `ubuntu-release-upgrader` initially, information was only gathered on your attempts to release-upgrade, and not your linux kernel, which is why the request (from bot & me) to run `apport-collect 1848980` (no quotes and only once please) to gather information about your hardware related to kernel more useful for your actual problem. It just shows a prompt at the upper left, after about 3 minutes shows the graphical interface asking for login password and after login in nothing works. I have to manually reset by pushing the power button.
