No need for conspiracy. The simple momentum of stupidity, a lack of comprehension of modern technology, bureaucratic tendencies to do more of the same old thing for ever larger budgets, and you get the SoCal fire mess. I think that many of these folks are well intentioned but then I suspect most lemmings are "good guys" as well.
