If you think it is the voltage, you can wire a AA battery in series with
the line so it boosts the voltage to the KSU by 1 1/2 volts. I would
not use more than two AAs (3 volts). Try reversing the line polarity.
Generally the phone interface doesn't have that type of control, it
might be programmable to provide 24 or 48 volts. I could suspect a tone
level problem, but not with other devices working fine detecting the
tone and cadence. Is the line wired back into the old house phone
wiring? Did they have a recent lightning hit nearby? Also check if the
cable back-up battery is ok, (customer's responsibility) it could affect
the line voltage.
Might be helpful to have the exact voltages you were reading.

indication. A SL phone plugged into the Cable Modem responds with an audible
stutter and a visual display. A small Panasonic portable base parallel to the
824 responds with both audible and visual. The modem is within a few feet of
the KSU so there is not a line loss issue.
The White Plains, system, now ONLY gives the visual [light blinks] but no
audible stutter.
A voltage reading at the cable modem shows the white plains system with two
more volts DC when OFF HOOK than the Greenwich system. On Hook, the voltage is
the same. Also, with only the SL phone connected to each system and a
voltmeter, the voltage at stutter is 2 volts higher in White Plains than
Greenwich. Cablevision claims that if the stutter is at the cable modem, they
have no further responsibility. I claim they have lowered the output voltage
of the modems.
I have defaulted both systems and re loaded the programs. No change.
Any thoughts?
