The voltage means nothing. It is the FSK signal that produces the visual.
The FSK will trigger the light on the system just like a VM light on a Call
ID box. The stutter is sent from the CO via the signal from the VM to the CO
to the box that sends the FSK signal. Your stutter would be 2 volts higher,
you do not have stutter voltage on the line. I suggest you have them check
again. There is so much to go wrong with all the inks and fsk signals. They
need to be sure all signals are present at the proper voltage ate both
locations. I am familiar with phone company setups which should be similar,
but I do know for a fact that they use a 5ESS switch and it is probably
setup the same way. On the 5ESS the stutter and visual can be set separately
or combined. Brad

If you think it is the voltage, you can wire a AA battery in series with 
the line so it boosts the voltage to the KSU by 1 1/2 volts.  I would 
not use more than two AAs (3 volts).  Try reversing the line polarity.  
Generally the phone interface doesn't have that type of control,  it 
might be programmable to provide 24 or 48 volts.  I could suspect a tone 
level problem, but not with other devices working fine detecting the 
tone and cadence.  Is the line wired back into the old house phone 
wiring?  Did they have a recent lightning hit nearby?  Also check if the 
cable back-up battery is ok, (customer's responsibility) it could affect 
the line voltage.

Might be helpful to have the exact voltages you were reading.
