I had a problem with the local cable company upgrading their network and making older cable modems obsolete. I don't know the technical reason, but I had to purchase a new cable modem at my expense (and time). Two weeks later a cable modem arrived unannounced from the cable company as a "courtesy"!
This might be a case where the 824 is just old technology and will not work properly with their new network. Is the 824 still in production? Have you contacted Panasonic Business Communications Systems for technical support (although they may refer you to a local dealer). The SLT phones that do work may be newer models. Cablevision claims that if the stutter is at the cable modem, they have no further responsibility.
