I have no idea how to extract this information from the source code. Key IDs help a bit I think, at least you know what to modify in Pootle when you see it on the UI. By the way, it is not a disaster when there are duplicated shortcuts in a menu or in a dialog. Even English UI has duplicates shourcuts, for example in Writer, File menu, Sen~d and Export as P~DF or Digital Signatu~res and P~rinter settings. These menu items are still accessible from the keyboard, the shortcut key toggles between the two items, also arrow keys can be used. For dialogs it works similarly, and user also can tab thorough the items.
